One of the many laws that the city of Chicago has passed to generate more income for its coffers. I always feel like such a douchebag when I suddenly throw my phone down any moment I pass a Chicago cop. Unfortunately, most visitors to Chicago get nabbed because nobody at any hotel, airport or travel agency remembers to tell you about that law ahead of time. Welcome to Chicago.
